Anti-Ragging
Ragging means the doing of any act which causes or is likely to cause any physical, psychological or physiological harm or apprehension or shame or embarrassment to a student and includes-
Teasing or abusing or playing practical joke on, or causing hurt to any studen>
or
Asking any student to do any act, or perform anything, which he/she would not, in the ordinary course, be willing to do or perform.
Prohibition of Ragging:
- Ragging within educational institutions is strictly prohibited.
- No person shall participate in, abet or propagate, ragging in any educational institution.
Penalty for Ragging:
- Expulsion from the educational institution, if found guilty on enquiry by the college against a complaint lodged by any other student.
- Imprisonment of either description upto two years or fine upto five thousand rupees or both.
- Any student convicted shall be dismissed from college and shall not be re-admitted.

Policy Document
Policy Against Sexual Harassment in the Workplace
The Parliament of India passed the "Sexual Harassment at Workplace (Prevention, Prohibition, and Redressal) Act," in the year 2013. The ACT provides protection against sexual harassment at work place and for the prevention and redressal of complaints of sexual harassment. The guidelines state that "It shall be the duty of the employer or other responsible persons in work places to prevent the sexual harassment and to provide the procedures for solutions, settlement, or prosecution of acts, of sexual harassment by taking all steps required. "
The institution takes the menace of sexual harassment very seriously. As per the UGC Prevention, prohibition and redressal of sexual harassment of women employees and students in higher educational institutions Regulations 2015, procedural implementations have been put in place for both prevention of such cases against women faculty members and students, and the redressal of complaints, if any, through a proper grievance redressal mechanism. The institution has a strict policy in place for dealing with sexual harassment in the workplace, and all faculty members and students are bound by this policy. The institution has a zero tolerance policy towards offenders, and disciplinary action is initiated according to policy guidelines.
Internal Complaints Committee (ICC)
To deal with such cases, a Committee against Sexual Harassment has been formulated by the college as defined under section 2 (i) of the UGC Prevention, prohibition and redressal of sexual harassment of women employees and students in higher educational institutions Regulations 2015, which consists of the following members:

This committee looks into complaints made by students and faculty members. The committee may also suo moto take cognizance of incidents or events it deems come under its scope of operation. The committee performs the following duties:
1. Spread awareness about Sexual Harassment in the workplace, and to create a stress free working environment for faculty and students
2. To provide an easily accessible platform for registering of complaints and their timely redressal for both students and faculty members
3. To affirm a zero tolerance policy towards sexual harassment in the workplace
4. To conduct seminars and workshops for faculty and students for sensitizing faculty and students towards gender issues
5. To make faculty members and students aware of the recourse available to them in case of any incident involving sexual harassment
Grievance Redressal Mechanism
The committee deals with complaints in the following manner in a timely fashion in accordance with procedure indicated under Section 4:
1. An aggrieved faculty member or student can file a complaint with the committee in writing indicating the nature of the incident, the person(s) involved and the sequence of events
2. If the complainant is unable to make a complaint in writing, the ICC shall render assistance to her for making the complaint in writing.
3. The committee shall then call a meeting within five working days and assign a sub-committee to investigate the matter. The sub-committee shall be constituted as per section 4(1)(a) of the UGC Prevention, prohibition and redressal Regulations 2015.
4. The complainant and the offender shall both tender their account along with witnesses if any before the sub-committee.
5. The sub-committee shall submit its report along with relevant documents and eye-witness testimonies before the ICC.
6. The ICC shall forward the report to the Principal after verifying all the aspects of the report along with recommendations regarding the disciplinary action to be taken.
7. The Principal, Govt. Degree College Udhampur shall initiate disciplinary action on the recommendation of the ICC as appropriate according to the nature of the violation.
Policy for Grievance Redressal
Introduction
Grievance of any student regarding academic or other conduct by another student or faculty member shall be resolved by the Greviance Redressal Committee of the college. The institution encourages fostering a healthy relationship between students and faculty members, and seeks to provide an atmosphere of safe and stress free academics for the students. Students are encouraged to register their complaints in a fair manner and are ensured timely redressal of the same.
Complaint Registration
Students can submit their complaints in writing or through the college website to the Grievance Redressal Committee. The name of the student and nature of the complaint is kept confidential if the student requests the same. The complaint should contain the following information:
1. The name of the student
2. Semester and Roll Number
3. Description of incident
4. Names of individuals involved
5. Witnesses (if any)
The committee shall conduct an inquiry and report its findings to the Principal, along with action recommended.
Responsibilities of the committee:
1. To create a platform for students to voice their academic and other grievances and seek redressal for the same
2. To create a stress-free atmosphere for students
3. Review cases in a time bound manner and recommend action
4. Monitor student satisfaction in the college and give regular reports to the Principal and the IQAC
5. Work for student welfare and spread awareness about the rights of students in the institution
Mechanism of Grievance Redressal
1. Student shall submit a written complaint or issue to the Committee.
2. The committee shall issue a receipt of the same to the complainant, and shall call a meeting of the committee within 3 working days to address the same.
3. The committee shall direct the complainant and any persons mentioned in the complaint to depose before it.
4. After conducting an investigation into the matter, the committee shall give its report to the Principal within 15 working days, along with recommendations for resolving the same
5. If the complainant is not satisfied with the decision of the redressal committee, he/she can submit an appeal to the Committee along with any objections.

Anti Ragging Policy
Ragging is prohibited in all forms on the college campus. The college has boys hostel facility, and college wardens additionally ensure that no ragging is allowed. In pursuance to the judgement of the Hon’ble Supreme Court of India dated 8.5.2009 in Civil Appeal No. 887/2009), the University Grants Commission framed “UGC Regulations on curbing the menace of ragging in higher educational institutions, 2009†which were notified on 17th June, 2009 and are to be mandatorily followed by all universities and colleges. This institution also has a zero tolerance policy towards ragging, and any student found indulging in the same is liable for disciplinary action including and up to rustication from the institution.

Additionally, the college also has a disciplinary committee which actively monitors discipline in the college campus.
Functions of the Committee
The Anti Ragging Committee performs the following functions:
1. To provide a platform for students to register their complaints against ragging and to resolve the same
2. To spread awareness against the menace of ragging and to provide information about its ill effects to the students
3. To actively provide a safe learning environment to the students
4. To disseminate information against ragging provided by UGC to the students, including the booklets published by the UGC Anti Ragging Cell on its website, informational videos, recourse available to the students inside and outside the college and National Toll Free Helpline run by the UGC for the students
5. To provide preventive assistance by conducting counselling of students and organizing events such as seminars, quizzes, workshops, debates and lectures.
Objectives of the Committee
1. To prevent any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or a junior student.
2. To stop students from Indulging in a rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or Psychological harm or to raise fear or apprehension thereof in a fresher or a junior student.
3. To prevent students from any act or perform something which such student will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or Psyche of a fresher or a junior student.
Zero Tolerance Policy
The institution has a zero tolerance policy against ragging. No act of ragging, major or minor, shall go unnoticed. No ragger, male or female, student or non-student, shall go unpunished.
Grievance Redressal Mechanism
The College has constituted an Anti Ragging Committee that shall investigate reports and complaints of ragging and recommend appropriate action. The committee may also suo moto take cognizance of any incident in the college that falls under the ambit of its operations.
1. Student shall submit a written complaint or issue to the Committee.
2. The committee shall issue a receipt of the same to the complainant, and shall call a meeting of the committee within 3 working days to address the same.
3. The committee shall direct the complainant and any persons mentioned in the complaint to depose before it.
4. After conducting an investigating into the matter, the committee shall give its report to the Principal within 15 working days, along with recommendations for resolving the same
5. If the complainant is not satisfied with the decision of the redressal committee, he/she can submit an appeal to the Committee along with any objections.
6. Students are also made aware that they can also call the UGC National Helpline Numbers at any time.
7. The institution, on ascertaining that students have also indulged in criminal activities, may file First Information Report under the appropriate sections of the Law:
I. Abetment to ragging;
II. Criminal conspiracy to rag;
III. Uniawful assembly and rioting while ragging;
IV. Public nuisance created during ragging;
V. Violation of decency and morals through ragging;
VI. Injury to body, causing hurt or grievous hurt;
VII. Wrongful restraint;
VIII. Wrongful confinement;
IX. Use of criminal force;
X. Assault as well as sexual offences or unnatural offences;
XI. Extortion;
XII. Criminal trespass;
XIII. Offences against property;
XIV. Criminal intimidation;
XV. Attempts to commit any of the above-mentioned offences against the victim(s);
XVI. Threat to commit any or victim(s) all above-mentioned offences
XVII. Physical or psychological harm
Penalty for Ragging
The penalty shall be given in accordance with the nature of the complaint as per the recommendation of the committee. The penalty may include fine, suspension and / or rustication from the institution along with permanent ban on any future attempt to gain admission to the offender. If any criminal activity is involved, a First Information Report will be filed in the nearest police station.
To implement the Zero Tolerance Policy towards Ragging, Students and Parents shall have to giv an undertaking at the time of admission in the below mentioned annexure I and II.
